What Is a Built-Up Roofing System (BUR)?

A built-up roofing system is a multi-ply commercial roofing assembly designed for flat and low-slope roofs.

A typical BUR includes:

A base sheet secured to the roof deck

Several layers of bitumen (hot asphalt or cold-applied adhesive)

Multiple ply sheets of fiberglass or roofing felts

A protective cap sheet, mineral surface, or aggregate top layer

This creates a thick, redundant roof membrane that delivers exceptional waterproofing, fire resistance, and resilience against foot traffic — a major advantage on Phoenix commercial roofs where rooftop equipment is common.

Our Built-Up Roofing Services Include:

New BUR Installation for Commercial Buildings

Complete multi-ply built-up roofing systems designed for flat and low-slope commercial roofs, including system design, base sheet installation, ply layers, bitumen application, and final surfacing.

Tear-Off, Replacement & Re-Roofing

Full removal of aging or failing BUR membranes, substrate repairs, structural corrections, and installation of a new built-up roofing assembly built for long-term performance.

BUR Restoration, Overlays & Reinforcement

Cost-effective restoration options including additional plies, reinforcing layers, BUR overlays, new cap sheets, and protective surfacing to extend lifespan without a full replacement.

Targeted Repairs & Protective Coatings

Phoenix commercial roofs face intense conditions:

  • Extreme heat and UV exposure
  • Monsoon-driven rain and ponding
  • Rooftop foot traffic from HVAC servicing
  • Dust, debris, and constant thermal expansion

That’s why a built-up roofing system is such a strong fit. Its multiple layers of bitumen and reinforcing fabrics help it outperform thin membranes in demanding climates.

Phoenix Commercial Roofing Challenges — and How BUR Solves Them

The Challenges Phoenix Roofs Face

Commercial flat roofs in Phoenix take a beating. The intense desert sun can dry out and crack roofing membranes, and monsoon storms push water into any weak point they can find. Many buildings also deal with areas where water tends to sit, which slowly breaks down seams over time. Add in constant foot traffic from HVAC techs and maintenance crews, and it’s easy to see why lighter, single-layer systems struggle here.

Why Built-Up Roofing Performs Better

Built-up roofing handles these conditions extremely well because it’s built in layers. Even if one layer is damaged, the layers beneath it keep the roof protected. A gravel or mineral surface helps shield the roof from harsh UV exposure and improves fire resistance. Many owners also choose to add reflective coatings, which reduce heat absorption and improve energy efficiency. And thanks to its reinforcing fabrics and multiple plies, BUR stands up to heavy rooftop traffic far better than thin membranes.

Everything You Need To Know About Built-Up Roofing

Costs & Expectations for Commercial BUR Roofing

BUR pricing varies based on:

  • Building size and accessibility
  • Number of plies and system design
  • Choice of top surfacing
  • Condition of the existing roof
  • Tear-off requirements
  • Safety compliance and tenant coordination

You’ll receive a clear written estimate, options, and a projected timeline. BUR is often one of the best long-term values for flat commercial roofs due to its low maintenance and extended lifespan.

I only got an estimate from these guys for a new roof and all new facia boards. they only wanted to replace the low facia boards and wanted to leave the high facia boards, which were the worst. also wanted to leave a rotten facia board behind my patio canopy. I went with another roofing company which was only $300 higher than Capstone's estimate. they replaced every facia boards with 2x6.

FAQs

How long does a built-up roofing system last in Phoenix?

Most commercial BUR roofs last 20–30 years, depending on the number of plies, surfacing type, drainage design, and level of maintenance. Adding reflective coatings can extend lifespan even further in high-UV climates like Phoenix.

Is built-up roofing better than single-ply systems like TPO or PVC?

Not always — it depends on the building. BUR offers thicker, redundant layers that resist punctures and heavy foot traffic. Single-ply offers higher reflectivity and lighter installation. We provide side-by-side comparisons to help determine what fits your property best.

Can an aging BUR roof be restored instead of replaced?

Often yes. If the roof deck and insulation are still sound, we can restore it with:

  • New flashings
  • Additional plies
  • Cap sheet installation
  • Elastomeric or reflective coating
This approach can add 5–12 years of service life at a lower cost.
What causes blistering on built-up roofs?

Blistering is typically caused by trapped moisture or air between plies, excessive heat, or aging materials. Phoenix’s high heat accelerates this process. Professional repairs can stop blisters from spreading and prevent membrane failure.

How much does a BUR roof cost for commercial buildings?

Costs vary based on roof size, number of plies, surfacing type (aggregate, mineral cap, coating), tear-off requirements, and safety conditions. BUR is generally mid-range priced but offers strong long-term value due to its durability and low maintenance.

How do I know if my commercial building is a good candidate for BUR?

BUR is ideal for flat or low-slope commercial roofs, especially buildings with:

  • High foot traffic around rooftop units
  • Large uninterrupted roof areas
  • Drainage concerns
  • Fire resistance requirements
We evaluate your structure and advise whether BUR, coatings, modified bitumen, or single-ply is the best fit.
